This was filmed in a small town in Southern New Jersey. The structure is being built as a new High School. FEMA Camps do exist and locations like this have been used in emergencies before and will be used again.
The issue is that this school is more locked down then any I have seen in NJ. Metal gates, chain link fence and undoubtedly a very large network of cameras. These things can be used to keep people in as well as out. Military drills have been conducted, unannounced at public schools, adding more credence to the idea of this location becoming a FEMA camp in times of some crises, real or engineered. Schools have also been targeted as areas of control for vaccines to be distributed in the event of some viral threat. Please do not laugh this off, see the evidence below.

Here is video of a mock camp operation. The guy at the beginning identifies the place as a camp. There are people behind fences screaming that they need food. This is the army preparing to deal with the American people in a camp situation, clear as day.
